Video
The objective of the planning step is to estimate the total manpower required to
perform field construction management functions. Three planning methods based on
defined contract quantities, defined contract limits, and programmed dollar amounts are
shown on the tape.

Developing Contract Staffing Guidelines and Planning Values
Video
This video discusses staffing guidelines used in establishing standard planning
values and in assigning personnel to field contracts. The two methods of maximum
staffing and minimum staffing are shown. They are used to reduce understaffing and
overstaffing. The two steps of standard planning values used in manpower planning
are presented, for individual activities (approximately 40 activities) and activity groups
(4 groups). They are staking, inspection, office engineering and project
